Google Play Error - Couldnt Fetch License - Error -1

So, I have a Samsung Tablet with android software. For a while now I have been unable to download purchased movies in the Google Movies app. They stream fine. They also download fine on other devices

Ive tried all the standard stuff (uninstalled, reinstalled, logged out, logged in, restarted, different wifi signal etc) and I still get the message "Couldnt fetch license - Error 1".

Googling the issues gives me a bunch of people who also had the issues and have not found a solution. Goolgle's contact help chat was useless. 45 minutes and they had me do all the stuff Id already done.

Anyone have this issue and figured it out?
