According to multiple NHL sources, a collaborative proposal from the GMs of those seven teams was submitted recently to the league that provides extra ice time for those not playing right now. It’s expected that those seven teams are requesting at least an additional two-week minicamp added before the start of training camp for the 2020-21 season that is similar to the training camp the other 24 teams received as part of the NHL’s return to play in July.
“All we want is what the 24 teams got,” said one executive from a team outside the NHL postseason.

The players would have to sign off on it. They don't seem to like the idea of reporting 2 weeks early, but it sounds like they'd agree to having 2 weeks added on to the current training camp format.
