how does this, if at all, impact player development?
IIRC the last time we had an actual agreement with an ECHL team was about 5 years ago with the Cincinnati Cyclones. After that we've shared ECHL teams like Manchester and Greenville with other NHL teams.

Basically we have more of a say in how they operate now; our prospects get priority, etc.

That seems a step in the right direction towards improving development of prospects.

This. It should provide more continuity as well. And it shows we're serious about wanting to develop players too. Good to see that Campbell has a quote in the press release.
