Melnyk is known to be very stingy, by "hands-on" here it seems to me that he just means that Melnyk is micro-managing decisions to keep his bottom line as low as posssible.

An obnoxious, stingy, insufferable micro-manager.

So he's basically the perfect boss if you're the Gimp from Pulp Fiction.

Are we sure we need this ice? Seems awfully expensive to maintain. Also guys, we're spending nearly 60$ per month on toilet paper. I don't want to institute a bring your own policy but if we can't get that number closer to 40$ you won't be giving me a choice.

It's fun to mock, but honestly, this is the direction the NHL as a whole is moving. Fewer and fewer owners are going to be the type to just hand the reigns to a GM and let them spend their money while they vacation in the Maldives year round, or whatever.

More and more owners are going to be more and more involved moving forward.

He's not cheap as much as he is cash flow poor (for an NHL owner) and suffering under the delusion that he can still make it work with a front office that consists of two men and a dog.
