You're not likely to find a 4th line center that's any better than Cullen was. Don't know enough about Fehr to really have an opinion, but at that contract there's zero risk involved.Not sure he'll really be any better than Cullen was, but at least he's also cheap.
He played 28 games last year and 53 in 16-17.I'll buy that for a dollar, though 20 NHL games in the last 3 seasons doesn't inspire a ton of confidence.

Fehr has surprised me so far. Also, he is a inconspicuous beer vendor when not in the lineup.
Speaking from having aisle seats in the past, beer vendors (the donuts pushers were worse) aren't inconspicuous.
