It was inside. It was on the line which counts as inside. No contact with the ball and came from behind to take Mata down. It was a clumsy play that deserved a penalty.

It was inside. BT Sports studio refereeing analyst Peter Walton showed how from the ref's perspective it looked more like Mata got run from behind where as from other viewpoints it was more shoulder-to-shoulder. To him it wasn't a penalty but he had the benefit of replays.
