Yes the fines are as funny as heck.A guy making 5 million gets a 5k fine so that's like you or I being fined $10. Big deterrent there.

The fine acts as a first warning sort of thing. The deterrent is the suspension that can come after if the guy doesn't fix his act. But it seems like they don't care about repeat offenders anymore (see Wilson...) so it's still a joke...
