No, since Desjardins himself went through the college system and has had players such as Cody Blanshan (who had played NCAA) and Tyler Swysten (again, who played NCAA) on his team.

I don't think you should be making broad generalizing statements about a coach based on one team that he created. Because Sutter only had one player (Betram I believe) on his 06 team does that mean that he hates NCAA players?
