How would you rank the overall strength of the 4 drafts within this timeframe?

No idea how the two drafts that haven't happened rank, but 2003-2006 is doing pretty well for itself these days, certainly a lot stronger than 1993-1996 and 1985-1988.

The best draft period ever was probably 1979-1982 or 1980-1984, which gave the NHL a large bulk of its of its 80s-90s talent. 1988-1991 was also excellent with the influx of Euros for the first time in significant numbers.
