Does anyone know how it is determined which team picks first in the NHL entry draft if 2 or more teams finish with the same record? Head to head record? Point differential? Thanks.

This article did not mention Chicago, and someone said the article was wrong, that the final tie-breaker is goal differential in HEAD TO HEAD competition, though I have no clue if that person was right or the Post Gazette was.
