It was talked about for so long as fact that people started believing it as fact, but the fact is it never went through.

The new CBA features the same age rules regarding the draft as before.

I believe that one thing is different: players no longer have to opt in at 18, they are in automatically.

Yes, that is correct. That's why AO was ineligible for the 2003 draft. Cause he didn't turn 18 until September 17th that year.
