Working on assumptions that there provisions in the league charter for imports.Also are imports willing to participate?

Simple. The USPHL is pay to play and the ones you listed are not. I as the consumer should be able to spend my money as I see fit in a free market. Imagine if you were drafted by a terribly run organization that charged more than others and they could then force you to cough up thousands of dollars because you are stuck with them. No thanks.
