perhaps a friend of an agent of a player might have a close source to a team that might try and get a feeler on how that team is interested in a certain player, I understand it is a huge penalty if caught, however it can easily be hidden and it will benefit tremendously that player and that team involved.

Well just look at Free Agency before they had the new 5 day grace period. Was players signing like 1 minute after it opened.

So yeah I think tampering does happen. I dunno if its totally blatant, they are probably careful with their words, but it happens for sure.

Let's not be naive thinking that you can truly control whether agents, teams, managers and players contact each other.

The only way this stuff comes to light is if there is an extremely stupid party involved that indirectly spills the beans, i.e. player X goes to manager Y and states that "if you don't play me more or in this role I have team Z waiting for me, they are very interested in me!"

Management of a team has to talk with agents

When Rob Blake was signed by the Avs at 12:01am, July 1st, you know the contract wasn't negotiated and agreed upon in 1 minute.
Which goes back to the original question. Management talks to them all the time, players are what both would discuss, why not someone
on another team.

So, what exactly is tampering?
I always thought talking to an agent, wouldn't be.

There absolutely is. It doesn't take long in any professional walk of life, be it athletics or otherwise, to figure out that 99% of business is based around personal relationships. There are rules in place to try and keep things above board, but you simply cannot stop two friends from sitting down at lunch and hashing out deals behind the scenes.
