He wanted to learn outside the WWE, which is the correct choice to make as it will allow him to become a far better wrestler. Especially when he knows that he'll be offered a WWE contract the second he asks for one due to family.

Years ago the talk online from multiple sheets was that he turned down WWE's developmental offer because he wanted to make his own name on the indy scene first. It would make sense that WWE would at least offer given the reasons listed in the OP.
