It used to be that the GM for the affiliate was usually an Assistant GM for the parent club. That may or may not be the current model most NHL/AHL affiliates follow anymore.

Clark is Director of Player Personnel, unless he gave that up, which I don't think but people are usually better at paying attention to things like that an I am.
