He's not terrible, he just isn't worth a top 10 pick in the draft. He's a solid depth player at this point in his career. If Sakic wanted Jost gone for peanuts, he could have already moved him pretty easily.

Don't forget that moving Zadorov's $3.2m caphit has it's value as well. Moving him straight across for decent picks probably wasn't possible.
