It has to be a tribute to something; Reggae has nothing to do with thunderbirds aside.

Barrett Heisten suited up for Seattle in 2000-01 only, so it's from that season, not 1999-00.

This is a total guess, but could it be some sort of tie-in with the opening of the Jimi Hendrix museum in Seattle around that time?
