Didn't we once trot Jay Harrison, Danny Biega, Tim Conboy and some other AHLer out in front of Cam for a few games? Tim Gleason (back when he was decent) was the only serious NHLer on the D.
He hasn't exactly had an all star cast in front of him for most of his career.

There was a time when he was a top 10 goalie, in consideration for top 5. Wasn't a long period (mostly because he got injured when he started to receive some recognition outside the Cup run), but it was there.

Ward has been good for 3, 4 seasons TOPS in his career.
Else, he was pretty much a bottom 5-10 starter in the NHL.

What a hot taek
But really, this is a guy that put up a .923 in a season in which he played 74 games. He had talent to be a top 10 goalie throughout his career, he just happened to be saddled with some pretty bad defensive teams and was overworked to say the least. Still he managed to be durable and won a lot of games. I don't think he's all that different from a Bill Ranford or somebody like that, he just never had the amount of postseason exposure you need to be recognized as such.
Give me Cam Ward from about age 24 to 28 and put him on this current Canes team, they'd be a high playoff seed in the east.
