You could try the gmhl they would probably let you get a team in if you're interested in an outlaw team. If I was you i'd try the gojhl the nojhl is also a good option however they just expanded quite a bit this year.

So many factors go into something like this. Right off the bat you have to be a group that can assure financial backing. Also, you'll probably need a solid deal with the arena operator first if you aren't the operator.

In regards to the NOJHL, Elliot Lake's proposal from a few years ago could be found online. It's a solid read and will give you a base for a plan.
