I'm not a Cap guru, but my understanding is what you are saying. A team has to be compliant with the Cap before they can put guys on LTIR. That said, Chia could have made other moves to get the team compliant that didn't include dealing JB55.

I'm pretty sure Dom outlined some of the things he could have done at the time?

They had two options:

1) Waiting until day one of the season to put Savard on LTIR
2) Putting Savard on LTIR before day 1

option 2 was available to them if they so chose to. The only difference between the two is it would have affected the amount of LTIR space they had (less if they chose option 2).

Either way, Mike is correct, they would have been cap compliant by putting Savvy on LTIR before day 1. But I do believe they wanted the cap space for something else that didn't materialize.
