They can afford to hand out this contract as long as they hit on a QB with the #1 pick.

It's a big contract, but it doesn't matter. They're on the hook for just three years. More likely than not, the Browns won't be contenders just yet, but they needed to do this to ensure that they continue to move forward to eventually get to contender status.

CLE needs a solid receiver to play with their expected franchise QB, its too much money (for now) but they really have no choice.

In all likelihood, Landry won't be around when the franchise QB is ready to put the team over the top. For now, Landry seems like a good fit for Taylor, but I imagine the Browns would like to eventually find a more traditional #1 WR for their franchise QB than to spend all that money on a 2nd big contract for a slot receiver.

If a #1 WR is supposed to be a player that gives you high volume, every down dependability and a player the offense can run through, then he fulfills those parameters. This is a guy who averages 100 catches a season in the MIAMI DOLPHINS offense.

Besides all that, if Sammy Watkins can make $16 million a year.....

This is as much a PR move as a football move. The team wants to show fans they are trying to get better, so they're going to overpay a decent but not special WR.

Too much but it's a deal that shouldn't hurt CLE too much. Assuming it's front loaded.

And he had a negative effect when they ran the offense through him because he's not explosive.

Browns know they've been a joke for the last 20 years, their only option is to trade for and pay guys like Landry big bucks. Also why they were OK with bringing Flash G back, players aren't exactly clamouring to come to Cleveland.
