I took it to mean it's an all-time draft, but instead of truly all-time it's just players who played in the league since Orr's first year.

Regarding the Orr draft: In a small 8 team draft the Big 3 may be overwhelming. They will be playing with a top 16 pick instead of a top 64 pick the way they would be in a 32-team draft. Therefore, I'm gonna have the 3rd round draft order be a repeat of the 2nd round draft order and then return to a normal snake draft. Basically, I'm going anti-snake just for the third round. I'm telling you this now because I'm setting up the draft order now and I want to have a witness to my thinking regardless of my random spot in the draft.
