Daly's cautious about not calling what they're after a salary cap and Snyder said as much in an article posted at TSN's website. Maybe the luxury tax proposal is gaining steam..... I think the system proposed by TSN with a individual Salary Cap & a fairly strict luxury tax might have some merit. I think they should have a luxury tax and maybe have a hard individual salary cap of 15% or so % of the luxury tax threshold & reset it each year, based on revenues & the understanding that the luxury tax threshold will never decrease. You can then sign an elite player to a long-term contract guarenteeing him he'll be at the top for the duration & a guy like Iginla knows that he'll always make at least XX dollars even if the league goes into the worng market or screws up in some fashion, but he'll also reap the rewards of a increased interest or new TV contract, etc.....

One of the owners 6 proposals was a centralized negotiation of salaries. What if all RFA salaries were negotiated in one central office under Bettman at HQ?
