I guess its safe to say Sawchuk wins.
Terry Sawchuk certainly had a great rookie campaign. He won both the Calder and First All-Star Team honors. He finished 1st in three of the four major goaltending statistical categories available at the time. However, Belfour's rookie season is comparable when looking at how each of them ranked in the five (four in Sawchuck's case becaues SV% data isn't available from that era.)

Felix Potvin
Potvin was the All-Rookie Team goalie and finished third in Calder voting. He also finished fourth in Vezina voting and third in All-Star Team voting. Interestingly, he did better in the statistical rankings than the goalie drafted ahead of him in the 1990 Entry Draft who won the Calder the following season, Martin Brodeur. If one adds up all of Potvin's rankins, they total 43 and, and Brodeur's is 47.
