Are you asking for this...?

NHL.com - Stats

And in any case, the best power play overall in the 1980's actually belong to Calgary...
Was looking at an article about the best power plays in NHL history and most of them were prior to the 90s and I simply cannot remember many games from that time. Was mostly looking for some of the top ones since the 1990.

What if you didn't use powerplay percentage?

2012-2013 Caps seem to have been quite the dominant one (versus the league average) since 1990-1991, 26.83% versus a league 18.22%, well the caps most year's with Ovechkin shooting really.

Other really good one.
95-96 penguins (25.9% in a 17.93% in average league)
2017-2018 penguins (26.2% in a 20.18% average league)

If you're asking about the "eye test" more than just the actual results, you'll probably never see a greater collection of names than this unit the Red Wings iced during the '01-'02 season. They weren't a regular unit, and the majority of them weren't in their prime. But as far as name recognition goes . . .

Yzerman, Hull, Shanahan (or Robitaille, who would also be the 6th attacker if the Wings pulled their goalie), Fedorov, and Lidstrom.

Just to round things off, I'll note that Hasek was in net and Scotty Bowman was the coach.

The list of most used on the PP that year is quite something
NHL.com - Stats

Lidstrom
Yzerman
Shanahan
Hull
Fedorov
Robitaille
Holmstrom
Larionov
Duchesne
Datsyuk
Chelios

8th of those are in the hall of fame, Holmstrom is quite the all time great front of the net PP player, Duchesne quite good all time wise for offensive defence and Datysuk should get in the Hall one day.
