Obviously this is subjective, but some things to consider are how the name sounds and how it makes sense to the city/region.
I seeded the teams based on when their team name came into existence, with exceptions for more subtle changes like Phoenix to Arizona, or Black Hawks to Blackhawks, or Mighty Ducks to Ducks. Senators and Jets are placed according to when their new team formed.
