Add Romanian and Hungarian teams. They still count as Balkan, right? Or are their teams too good?

Hungary and Romania aren't Balkan countries, but perhaps more importantly in Hungary they have a somewhat better existing situation so there's unlikely to be any interest. Rather they might under circumstances accept a Balkan team or two in their own league (Belgrade used to be before).

Question out of curiosity, why hasn't Partizan joined alongside Red Star Belgrade in this Balkans League? Is it due to a lack of quality? Or have they not been asked to join yet?

Not enough money or clear structure within the organization because of internal struggles. Partizan doesn't even exists in men's league and I doubt they would be able to dress a team for such league, even amateur International Hockey League (basically Yugoslav league) would be too big of a challenge. They couldn't find 15 guys that would be available to play all the time like Crvena Zvezda (Red Star) can. Finding them would require a lot of money and they would probably lose to Red Star anyway and they don't want that.
They are good in Pee-Wee and Bantam levels, but it has to translate to the men's league. As an observer, it seems to me like there can be only one team in Beograd.

Serbian hockey is really... complicated.

That's unfortunate. It would be nice to see Partizan and Red Star in the same league together.
