Here's what the article actually says:

Rest assured, however, Tavares is going to listen. He’s come this far and it just doesn’t seem as if he would shut it all down before he hears who will be in there pitching a seven-year deal in the neighborhood of $11 million per year, or more if it truly becomes a July 1 bidding war. The Islanders remain the front-runner and there are moves coming that are sure to impress Tavares and his desire to win on the Island. But the days are getting short towards a great unknown.

Here is the link. You need Athletic subscription to read but here is the quote in question.

Who will be calling June 25? Expect the teams that have been dropping not-so-subtle hints about their interest. The Canadiens, Sharks, and Blues head that list. The Sabres will surely make a pitch. Elliotte Friedman has mused on his podcast about whether the Penguins will take a swing. The Golden Knights make a lot of sense too, especially if they can swing an Erik Karlsson deal at the draft.
Who does Tavares want to call him? It’s long been believed that the Kings and the Leafs would be his preferred destinations if he could choose. Los Angeles has to try and sign Drew Doughty after next season and has the least cap space going into 2018-19, so that seems like a stretch.
The Leafs may be the wild card — they could afford Tavares at $11 million per now, but Auston Matthews and Mitch Marner need new deals after this coming season and Toronto only has 15 players signed for next year with roughly $25 million in cap space on a presumed $78 million salary cap. If they can make a pitch, the thinking is Tavares will listen to his hometown team.

San Jose and rest of Cali have a great media coverage of the cali team.. Hockey is really present in California and arenas are packed

Nope not at all. The three teams have good fan bases that fill the arenas but the media coverage is still very small and if it wasn’t for the few ( D Bernstein and the mayor) web sites there would be no coverage. Many of the Kings players like it cause they can go out and about and not be bothered by people for the most part.
