Golfers are unlikely to endanger anyone, except perhaps birds.

There are a coupe of logistical issues to work out, IMO. Payment being the biggest one as most courses have you pay in the pro shop and those are very small. Would have to limit folks in and out, or have a sliding window, to help with the distancing. The other area would be parties going off a green to the tee box across from them. As you need to mitigate out the human factor, you'd have to post that only one grouping be allowed on the greens or tee boxes at one time. If a tee box were occupied, the next group would have to wait and follow distancing protocols.

But it could easily be done.
