Phil is the only other person who's in the same boat as Tiger: if they're healthy, and aren't missing every cut, they're on the team. They're way too popular in the locker room to leave off the team.

After what we've seen with Garcia and Stenson, I tend to think like 60% of the participants is set, as long as there aren't injuries.
