Right now top four teams are HSK, SD, Bako and SJ. Henderson and Bakersfield have allowed fans. If Gulls more to NHL arena, maybe fans. Perhaps Cuda might allow fans in SAP Center.

I can see Orleans arena also hosting the tournament but no one in their right mind will want one in Bakersfield.
