I would like to start a mock offseason including a 4 round draft using current draft order and picks.
Team Selection:
-Teams will be selected on a first come first serve basis (I will pick teams after at least the first 3 are chosen or else I would pick Mr McDavid!)
Trades:
-Trades will be allowed for all 2015 picks, prospects, playes, RFA and UFA rights as long as teams remain below contract limit of 50 and cap it of 71 million.
-Please do not make any trades until all gm's are signed up
Mock Draft:
-Draft will take place at a date TBD based on sign up, picks will occur from 8 am EST to 12am EST, first round has a 6 hour window to make a pick, second third and fourth will be 4 hours. After one picks they will need to PM the next person. After the alloted window the player will be picked based on CSS rankings for NA skaters.
UFA Rules:
-UFA rights can be traded up until the start of the UFA period. All UFA resignings must occur in the 72 hour period after the draft. All signings must be approved by 5 other gm's, teams can increase offers on pending UFA's to obtain 5 approvals but after the 72 hours their rights are lost if not signed.
-All UFA's will go to the team offering the best offer determined by highest Average Annual Value, followed by contract length. if there are multiple offers with the same length and AAV the UFA will go to the team with who obtains 5 approvals from other gm's based on where they think the player would choose (location, family, cup contention etc)
-If this is okay with the majority of GM's I think UFA should be split into waves . For example, free agency opens and there is a 72 hour window where any team can place offers on any free agent. After this 72 hour period a 24 hour period begins where all free agents receiving an offer will be awarded based on the aforementioned rules. Following this confimation period, a new 72 hour periods begins where all other available free agents are available to be bid on. This would most likely go on for 3 waves and would allow the majority of free agents to be signed. I have done a couple of these and there were a ton of free agents left on the table at the end because everyone bid on the same few people and by the free agency was over no one had any cap space or contract spots to sign the other nhl free agents.
-For European and College UFA's if they have not been signed by a real nhl team, offers can be submitted during UFA and will be decided upon with 5 gm approval.
RFA:
-RFA will follow the same rules as UFA resigning except for their right are never lost as long as thy are qualified.
-RFA resignings can occur before the draft, and after the draft but to make it easier not during the draft. (trades can still occur though). No offer sheets can be submitted until free agency begins.
-RFA's will require approval of 5 gm's before acceptance. Offer sheets will require regular compensation and for the purpose of this game, current 2015 picks will be required but we will assume all teams have the necessary picks in future drafts.
Other rules:
-Players like savard, pronger, horton, will not count against the cap but do count as a contract spot.
-We will assume voynov is still suspended and will not count as a contract or cap hit.
-Hopefully we can get enough people to have 1 team per gm if we need someone to be gm of 2 teams, that person cannot trade between the two teams.
I will make a couple of posts that will include team/gm, draft results, free agents, and trade tracker.
I will be available most of the time during work hours and will keep tabs during nights/weekends.
