He just takes too many penalties at terrible times and isn't doing enough offensively to make up for that.

To me, it's that he's lost a step or two, so he's not winning races the way he used to. He's also not as dominant with the puck on his stick. He's losing puck battles he's used to winning and is taking a bunch of slashing, hooking, and holding penalties as he gets frustrated and tries to cheat his way to getting the puck. That's why all of his penalties are in the offensive zone.
