IMO, only ET/CT teams should be eligible to play in the Mexico series, as Mexico City is in the Central Time Zone.
Incidentally, my proposed 48-team MLB includes Mexico City, which would probably be Diablos Rojos joining from the Mexican League which becomes an MLB Partner League. I probably won't live to see it, since ideally MLB should go to 32 and a 4-league format in 2029 to coincide with new 12-year TV contracts (which would become the norm), then from 32 to 40 in 2041, and from 40 to 48 in 2089 (at which point my birth year would be 99 years ago), after four more 12-year contracts for TV coverage have been completed.
