I think it makes a lot of sense from a safety standpoint.

How do teams onside kick though? Presumably that option is removed in this format.

There's no onside kick, it's just a 4th and 15 from the 35.

So after a team scores they can make that election for 4th and 15 from their own 35 or just kick off normally? I actually really like rule if that’s the case.
