CBA experts, please correct any misunderstanding in what follows,
my understanding is that the key deadline/rule affecting UFA signings may be this:
if they sign after final rosters are set at season start,
any newly-signed player would need to be exposed to waivers,
and thus eligible to be claimed away by another team...

They only need to go on waivers when signing a NHL contract into the season if they've played professionally outside the NHL that season. To add, this only applies to UFAs, there is a cut-off date for RFAs, and ELC players can sign whenever. Justin Williams last season being a good example of a player signing mid-season without having to pass through waivers.
