My understanding was that the neon green jerseys were an homage to the early days of the Blue Jackets franchise. You know, when they had this guy as a mascot?

Hopefully we'll see some beautiful gold jerseys in 2016!

Technically he's still the mascot, but that status is downplayed a bit nowadays.
