Potential ceiling vs chances of reaching that potential vs how close the player is to the NHL vs how a player has done in their draft+ years etc.
A lot of factors people take into account. Our prospect pool isn't as nice as it was 3 years ago, but that's due to player graduation etc, and some draft pick trades to help the big club.
The cupboards are starting to look better though after last and this offseason, but still have a bit to go to get them fully re-stocked.
