What day and time do 2003 picks need to be signed by?

Other than O'Sullivan are there any other big names not signed yet?

Does that mean that you've taken off everyone that you can remember being signed?
Or is this a list somewhere on HF that I haven't found?

Also this doesn't appear to be just the first 2 rounds :P

There's a list on HF (the non-boards part). I took off the ones that have been signed.

For the first and second rounders, just mentally cross off everyone drafted in rounds 3 through 9.

Of course, it's not up to the teams. They can't make a draftee sign.

The signing deadline for '03 draftees is tomorrow (7/28).

A player does not have to declare. An unsigned '03 draftee will go back into the draft (or be a UFA if overage).

But, it is unlikely that any top prospect will choose to re-enter. If they re-enter they are subject to the new ELS limits ($850K including signing bonus) rather than the older more generous ELS limits ($942K plus up to a 30% signing bonus - up to $1.22M).

Entry Level players will be subject to a maximum annual salary (plus signing and games played bonuses) of $850,000 for 2005 and 2006 draftees; $875,000 for 2007 and 2008 draftees; $900,000 for 2009 and 2010; and $925,000 for 2011 draftees.

The maximum combined signing bonus will be limited to 10% of the player's maximum annual compensation in any year.

Clubs may sign 2004 draftees to a maximum salary of $984,200 and 2003 draftees to a maximum salary of $942,400. These salaries are based on a 24% rollback to the maximum salary under the previous CBA for the players' respective draft years. Additionally, draftees from prior years may negotiate for a signing bonus not to exceed 30% of his maximum annual compensation. Performance bonuses may be negotiated as per new CBA rules.

He played in the ECHL last yr

I'm just going by what it said on the list. He didn't have to be signed to play in the ECHL, though. It looks like he started last year in Jr. A, and not the QMJHL.

I read that the time deadline was 5:00 p.m.

Not that it really matters though, if I remember correctly word of draftees signing at the deadline in past years often doesn't make the rounds until days after the signing. It's different this year because the deadline is so close to the draft, however I'm still not expecting press releases as to who's been signed within an hour of the deadline or anything.
