The first tie-breaker is the game between USA-Latvia in that case, after that the next tie-breaker would be goal differential. In otherwords, USA is already in unless a complete miracle happens and Latvia scores over 20 goals and lets in 0.

When USA have lost, they've lost by few goals only, when Latvia's lost, it's been a blowout.
