Here is a crazy idea that still has many many holes. But please me out and then break out the criticism.
PROBLEM:
As of right now, about 2/3 of the teams in the league are losing money. However most of those teams only experience deficits of about 10 million dollars give or take.
EXPLANATION:
The majority of those teams are non-playoff teams. If those teams could acquire 10 million dollars in revenues, the state of the league would be much better off.

SOLUTION:
Add two new teams to the league to increase the size of the league from 30 to 32.
REASONING:
We could add an additional round to the playoffs so 32 - 16 - 8 - 4 - 2 - 1 formats would come into play. All teams would then benefit from playoff revenue. About 2-3 home games would be played. Thats about 6-7 million dollars in Ticket + Beer revenue, about 1 million in merchandise revenue and about 2 million dollars in television rights revenue. This would give all teams around 10 extra million dollars while the NHLPA will still remain relatively happy.
