How's this for an idea...every team who is interested in a player (ex: Duchesne) offer a 4th round pick. Then there is a random draw to see who gets the player.
Pros for Ottawa: they end up with 25 or so 4th round picks
Cons for Ottawa: none
Pros for winning team: gets a great player for just a 4th round pick
Cons for winning team: none
Pros for losing teams: only out a 4th round pick
Cons for losing team: still need to fill a position
