This one helps all the teams, not just the richest teams.

All teams are different.

The Flyers came out and said it. If the entire season is a wash they'll lose $15 million this year, significantly more than previous years.

Shaq, Garnett and a few others had already signed huge deals before the latest CBA with the maximum figures was put into place. Therefore he can continue to make more than the maximum, because he's allowed to get raises.

The old contracts were grand-fathered in.
