This proposal does not address systemic problems.Here is what would happen
under this agreement:There is a considerable number of players who have not yet negotiated a contract.Businesses operate on budgets.This proposal will provide
more money teams to spend on unsigned players. Teams that are already thriving
financially will start a bidding war for free agents and these contracts which will
be very lucrative will form the basis for all contract negotiations afterwards.A
solution has to take into account that the league is made up of a very diverse
group of markets that makes the current type of "system" problematic.
