I'm not sure that McPhee would qualify as being a second term GM even though it is technically true. McPhee got his 2nd and 3rd chances with Washington IMO and really learned alot, especially about drafting and building a scouting staff.

I think it's a different outlook. You don't have the leftovers from the previous incompetent (usually) GM that ruined the team or couldn't get to the next stage, he's starting from the beginning and should have a strong set of advisors to keep him going.
