Considering the time Gagne missed due to injury last season, I'm totally fine leaving him in the Q for another year.

I think this is a HUGE factor in the decision. His development timeline took a hit. It would be foolish to give up on him though. Once he regained his stride, he was very dangerous. His 22 points in 21 games in the playoffs, more so when you consider that the Cataractes came up against the dominant Sea Dogs.

It won't hurt him to spend another year in the Q. If he dominates, then he'll get a nice ELC.

Lazar played his draft +1 in the dub. His team made a deep memorial cup run and was 19 for the majority of the season

Lazar was in the W for his 3rd eligible season, this is Gagne's 5th.

It's definitely not commonplace, but there are circumstances where this makes sense.
