do minor league contracts count toward 39 mill cap?

does #1 pick contract count toward 39 mil cap if they aren't with the team?
e.g. Anthony stewart of fla or getzlaf of anahiem. If they go to minors does there salary count toward cap?

Rumor had it that minor league contracts >$75K counted against the cap, but no one knows for sure. Well the people who know ain't talking.

But in any case, those would be 2-way contracts anyway, with much smaller $$$'s down in the AHL.
