FYI Miller can be removed as he was traded and the penalty was already assessed though anyone can claim him off waivers atm ;).

I thought there was one other as well but I'm blanking atm.

There appears to have been at least one other, although I was unaware of it and I don't know if Dry remembered. Mike Grier was traded to Columbus in an effort to cut salaries and get under the cap. I'm not sure Dryden would have made the trade, given his financial situation, if it would have cost him $2 million, but the trade is now several weeks old, so I'm not sure what to suggest.

Same goes for PJ Axelsson who was a part of the Gerber-Theodore trade. Intresting that all other players than PJ seems to have been moved on atleast twice since the trade.

In the end and as previously outlined, the responsibility is up to the team trading the player to recall the rules and penalties of re-signing the particular player and then trading them early the next season.

The money should be automatically taken out from the team that traded the player - end of story. The fact a team didn't remember is not a reasonable excuse as the trading of the player goes against everything the team represented to his agent when they convinced them to pass up on their UFA status.
 
2 things....does Tarnstrom count because he's not even playing in the NHL...should I, for example...trade the rights to Dick Tarnstrom....does that incur the penalty? and if I choose to keep his rights next season (which I believe costs me 50K), how will that affect his tradeability?

The second thing is that I thought we agreed that all Gm's who took over teams that had already made commitments were exempt. That might be me rehashing rules from 2-3 years ago (god I'm so old in this league now!) but it does seem harsh to burden some Gm's with predecessors mistakes....given the dire situation some teams have been in of late (Phoenix, Atlanta etc. to name a few). Any UFA's to be signed after the GM arrives to me obviously has penalties carried.

I see Mike Peca was traded to Ottawa. I also traded Miller and Sutton and paid the penalty. As for the new GM, I don't think we should treat them any differently unless they were unaware of their signings.

We have to remember that some GM also benefit when they take over a better team. We have seen this with Ottawa and San Jose where a foundation was laid by the previous GM.
