NHL 13 - 35+ Contracts/Cap Hit?

Hey guys, hope this forum is the right location for this question.

So been exploring NHL 13's GM mode. Obviously a little buggy but still a lot of fun. Anyone know if the game actually penalizes you appropriately for picking up the 35+ signed contract of a player who subsequently retires?

Bonus: Anyone been able to develop a young goalie? Just drafted a beast of one (6'7", 67 OVR, 4.5 potential) but based on the other young goalies around the league it seems like they just do not develop well at all. If it makes a difference this goalie not Canadian so he's going to have grow in the AHL

In 2014 draft (one with Sam Reinhart) in the 7th round ( in each BeAGm his round is usually different) I drafted a goalie of the QMJHL named Antoine Bibeau. Once his entry level contract was done he was an absolute beast and I signed him to an 8 year deal. 1st year he won the Vezina with Henrik Lundqvist as his back-up ( his overall was higher then Lundqvist's)
