WJC: Jersey numbers

Is there a rule forbidding players to use big numbers? Of course while watching Finnish team it feels strange that Mikael Granlund doesn't have number 64. It has happened with other countries in earlier tournaments as well: Crosby had 28 and 9 in his two WJC, Stamkos was 10, Tavares 20, Kessel 8, Hedman 4, Karlsson 5 and so on, just to note few players who play in NHL with big numbers.

Or do some people feel it's cocky to wear such a number?

This is something I've honestly never understood.

I mean, are people so mentally deficient in this day and age to get up in arms over freaking numerology?
